Deputy Commissioners

Deputy Commissioners are appointed by the Electoral Commission. The Chair of the Boundary Committee is Max Caller - an Electoral Commissioner and the Director is Archie Gall.

Max Caller CBE (Chair)

Max Caller was appointed Chair of the Boundary Committee in August 2007. He is also a Commissioner for the Electoral Commission.

Max has served as Chief Executive and Returning Officer in three London boroughs and was the London Regional Returning Officer for the 1999 European Parliamentary election; he has also served as an election observer abroad.

Jane Earl

Jane Earl was Chief Executive of Wokingham Unitary Council until February 2003. She spent four years as Director of the Assets Recovery Agency, a central government department established to test new legislation aimed at removing the proceeds of crime. Since April 2007, she has been working as a consultant in the arts sector. She is married with three children.

Jane joined the Boundary Committee in April 2008.

Robin Gray

Robin Gray is a former civil servant who, having spent most of his career in the Department of the Environment, was seconded to West Sussex County Council in the 1980s and also served as Secretary to the London and Metropolitan Government Staff Commission. He is a member of the Parliamentary Boundary Commission for England. He has been a freelance management consultant since 1993. He is also an Associate Director of IRIS Consulting.

He was formerly a member of the Local Government Commission for England.

Joan Jones CBE

Joan Jones has held the position of Director of Management and Member Services with the Local Government Association, and was previously the Deputy Secretary of the Association of Metropolitan Authorities. She currently advises on executive and board-level recruitment as well as providing consultancy services to local government.

Professor Ron Johnston

Ron Johnston is a professor in the School of Geographical Sciences at the University of Bristol and a former Vice-Chancellor of the University of Essex. His main research interests are in electoral studies and ethnic segregation in cities. He is also a former President of the Central Council of Church Bell Ringers.

Ron joined the Boundary Committee in April 2008.

Professor Colin Mellors

Professor Colin Mellors is Pro-Vice Chancellor at the University of York having previously held a similar position at the University of Bradford. He has also held academic posts at the universities of Sheffield and Southampton. Currently, he is also Director of Higher Education Strategy for Yorkshire Forward, the Regional Development Agency for Yorkshire and the Humber.

He is a non-executive member of the Corporate Management Board of Government Office for Yorkshire and the Humber and Deputy Chair of Bradford Breakthrough, the City’s business leadership group. He has been a member of the Boundary Committee for England since 2002.

He was founder chair of the Board of Yorkshire and Humberside Universities Association and the Board of YHMAN (the metropolitan area network). His academic background is in political science and he continues to research and write in this area.

Dr Peter Knight

Peter Knight is a former Vice-Chancellor of the University of Central England. For many years he worked in a voluntary capacity in social housing, including serving as Chair of the Prime Focus Group and acting for the Housing Corporation on Walsall Housing Group and Staffordshire Housing Association. He has worked in local authorities, in higher education and is a past President of the National Association of Teachers in Further and Higher Education (NATFHE).

He joined the Boundary Committee in November 2007. He also serves as a member of Wolverhampton Homes (an Arms Length Management Organisation (ALMO)) and in 2004 was appointed by the Secretary of State for Defence as a member of the Armed Forces Pay Review Body.
