Modernising elections: a strategic evaluation of the 2002 electoral pilot schemes
At the May 2002 local elections in England, 30 local authorities ran electoral pilot schemes. In accordance with its statutory duties, The Electoral Commission has produced individual reports on each scheme together with a strategic evaluation report, Modernising elections, on the pilots programme. Modernising elections looks at the pilot schemes collectively as the basis for making recommendations about the selection of future pilots, best practice in the management of pilot schemes and, if appropriate, recommendations as to whether changes should be made to electoral arrangements more widely through roll-out of the innovations tested by the pilots.
