May 2006 pilot schemes
At the May 2006 local elections, 15 pilot schemes took place in 21 local authority areas across England.
Some of these pilot schemes covered procedures now contained in the Electoral Administration Act 2006, passed in July 2006, including postal vote signature checking and providing signatures in polling stations. Some schemes also trialled other innovations not yet rolled out for general use, such as early voting and electronic counting.
On 4 August 2006 we submitted reports evaluating each of the 15 schemes to the Secretary of State for Constitutional Affairs, together with six briefing papers summarising the findings by innovation type.
All reports and briefing papers are available to download below.

Pilot scheme evaluation reports
Below are the individual reports we have produced on each scheme. These reports have two parts: Part A contains The Electoral Commission's report and findings on the pilot scheme, while Part B contains the Order allowing the pilot scheme to take place.
Additional research
Scope and BMRB Social Research both produced reports to inform our evaluation of the May 2006 local election pilot schemes.
