Does a payment of travel and subsistence expenses to a regulated donee or member/officer of a registered party qualify as a donation from a 'permissible donor'?

The Political Parties, Elections and Referendums Act 2000 provides for certain donations to a regulated donee to be treated as received from a permissible source, where that would not otherwise be the case. The donations in question are those whose purpose is to meet the 'qualifying costs' incurred or to be incurred by the regulated donee/member or officer of a registered party in making a visit in connection with their political activities to a country or territory outside the United Kingdom.
