Confirmation of ceased registration

Where you have not received a response to the last review notice pending removal within the 14 days from the date of issue of the notice, or you have not received a response by the date requested to a request for further information, you may determine that the elector does not satisfy the new registration criteria. You must remove the person’s entry from the register and send them a Confirmation of Ceased Registration to inform them of your decision.1

The notification must state:2

  • that the criteria under which an EU citizen is eligible to be registered in the register of local government electors has changed
  • that you do not believe they satisfy the new registration criteria, and the reason for your opinion
  • that they have no right of appeal against your decision, but that they may apply to register again if they consider that they are eligible to do so

The notification will also include messaging to explain that if they have previously acted as a proxy for another elector they will be unable to do this anymore. You should encourage them to let the other elector know so they can appoint someone new. Our guidance provides further information on proxy vote arrangements.

You must send this by post and include an ITR and pre-paid return envelope with the notification.3

You must use the confirmation letter approved by the Minister for the Department for Levelling Up, Housing and Communities and made available by the Commission.4

When the template ECR letters are available, you can find them here.
