Proxy vote arrangements – where an appointed proxy is no longer an eligible voter
Where you determine that an EU citizen does not meet the requirements to register under the new criteria, the eligibility of that person to act as a proxy will also end.1
The confirmation of ceased registration includes messaging to explain to an ineligible EU citizen that if they have previously acted as a proxy for another elector they will be unable to do this anymore. You should encourage them to let the other elector know so they can appoint someone new.
In the lead up to the next set of elections run on the local election franchise following the ECR process, you should consider adding an additional note onto your proxy appointment letters or poll cards to advise voters:
about the change of franchise for EU citizens
that if they have been informed they are no longer eligible to vote themselves, they must not be appointed as a proxy for another voter
if they believe they are ineligible to act as a proxy, they should inform the voter they have been appointed for to enable them to appoint someone else.
