Further to Bulletin 441, the provisions set out in the English Devolution and Community Empowerment Act 2026 which reintroduce the supplementary vote system for combined (county) authority mayoral elections, came into force on Thursday, 18 June 2026.
We have updated our guidance for Combined Area Returning Officers and local Returning Officers to support them in delivering any future polls, as well as our guidance for candidates and agents. We are reviewing and updating our suite of supporting resources for ROs as appropriate, and this will be completed by early July.

Share your views on current and future guidance pages
As part of our commitment to improving the usability of guidance content, we will be holding short feedback and testing sessions with some of our users.
These sessions will focus on the layout and navigation of guidance pages and will help us to:
understand our users’ experiences and any challenges they face when accessing and consulting guidance
test some initial mock-ups of redesigned guidance pages
The feedback sessions will be held between Thursday 9 July and Tuesday 21 July 2026 (inclusive).
All sessions will take place during normal working hours.
