A person aged 18 or over on the relevant date who meets the residency and nationality qualifications and is not subject to any legal incapacity to vote is entitled to be registered.1
Additionally, 17 year olds and some 16 year olds are entitled to be included on the register as attainers.2
An attainer is someone who turns 18 by the end of the twelve months following the 1 December after the relevant date.
The register must include the date on which any attainers will be 18 years old, i.e. the date from which they will be entitled to vote.
