The current code of practice was introduced in January 2019. We are updating it to ensure it remains fit for purpose and supports the effective accreditation of observers in the future.
The accredited electoral observer scheme is a key element of our democracy, and it is important that the right to observe democratic processes is protected. However, the activities of observers must not affect the integrity of the electoral process.
The new code will provide observers with agreed standards on what is acceptable for the whole accreditation period and not just on polling day.
Feedback from stakeholders on this consultation will help us improve the draft before the final version is laid in the Scottish and Westminster Parliaments and the Welsh Senedd. This is required by law.
The new code of conduct will replace the existing version, and all accredited observers will be expected to adhere to it.
We will also be producing guidance to support observers in their activities.
