Observers do’s and don’ts

Independent observation of elections, referendums and recall petitions is essential for a healthy democracy and is an important part of the electoral process. It helps ensure electoral events are carried out in a way that is transparent, accessible, impartial and secure. Observers accredited by the Electoral Commission are entitled to observe certain electoral processes including voting at polling stations.

Observers must

  • Respect the authority of electoral officials and abide by their directions.
  • Wear their official observer badge at all times when observing at electoral events and provide this when asked.
  • Maintain strict political impartiality at all times.
  • Maintain the secrecy of the ballot.

Observers should

  • Report irregularities or suspected fraud to electoral officials promptly and discreetly, unless this would breach the secrecy of the ballot or obstruct electoral processes.
  • Only ask questions of officials, party representatives, other observers, and voters appropriately in adherence with the secrecy of the ballot.
  • Record observations carefully and objectively and base all judgements on the highest standards of accuracy of information and impartiality of analysis.
  • Ensure their behaviour does not bring the electoral observer scheme into disrepute.

Observers must not

  • Interfere with or obstruct the electoral process.
  • Misrepresent themselves as Electoral Commission Representatives.
  • Act in a way that could damage trust in the observer scheme.

Failure to meet standards

Observers can be removed from polling stations or electoral events if needed to prevent wrongdoing or the risk of intimidation for those participating. If an observer will not leave when requested by electoral officials, then the Police may intervene to remove the observer.

Misconduct includes, but is not limited to:

  • a breach of, or attempt to undermine, the secrecy of the ballot
  • knowingly obstructing electoral proceedings
  • asking electors about their voting preference while observing at polling stations
  • being under the influence of alcohol and/or drugs whilst observing

If an accredited observer is removed due to misconduct, the Electoral Commission may consider revoking their accreditation.
