ERO Guidance update: Processing registration applications made by a citizen from Hong Kong
We have updated our guidance following advice from MHCLG relating to individuals from Hong Kong and their voting rights.
The updated guidance sets out the eligibility for different Hong Kong related nationalities in Scotland, and the recommended way to verify the nationality of someone from Hong Kong.

May 2026 Scottish Parliament election: Advice surgeries for candidates and agents
In the run up to the Scottish Parliament election taking place, the Electoral Commission is running a series of advice surgeries for candidates and agents who would like bespoke advice on a specific query or issue. We are asking for Returning Officer’s support to pass this information to Candidates and Agents standing in your areas directly or via your own briefings.
These virtual, 20-minute sessions are an opportunity for Candidates and Agents to ask questions to our guidance experts on a range of topics, including candidate spending and donations, the imprints regime and advice on how to prepare the candidate spending return.
The surgeries will take place virtually on Teams on Tuesday 14 April and Wednesday 15 April between 10:00-16:00. If Candidates and Agents would like to register to attend, they can complete this form. We will then send them a joining instruction.
